Government Takes Over Public Transport; Electronic Tickets from September 2026

Public transport will no longer be under the control of municipalities. Starting in September 2026, buses, parking spaces, and tickets – which are expected to be electronic – will be administered by the state. The Council of Ministers has approved the establishment of the company “MobAl”, which will be 100% state-owned.

“MobAl” sh.a. will be responsible for operating public road passenger transport services, including tourist destinations; operating regular specialized passenger services, including school and education staff transport; collecting ticket fares physically or electronically; and creating or providing electronic systems and applications for the management, information, and monitoring of public passenger transport services.

The new company will function as a public entity under the Ministry of Infrastructure and Energy, which will represent the state as sole shareholder. An initial capital of 10 million lek will be transferred from the ministry’s budget, while “MobAl” will later operate on self-financing.

“The revenue sources of ‘MobAl’ will be income from ticket fares; income from the annual fee paid by entities operating public road transport services; other lawful income resulting from activities under point 7 of this decision, as well as grants, loans, and subsidies.”

According to the decision, “MobAl” sh.a. may also provide additional services to public and private entities, in line with its purpose, scope of activity, and statute.
