Artificial Intelligence in the 2027 Elections — Celibashi Responds

The head of Albania’s Central Election Commission (CEC), Ilirjan Celibashi, during a media statement, was asked by Euronews Albania journalist Eksiola Shehu whether the CEC considers it feasible to apply Artificial Intelligence (AI) in the 2027 elections as a pilot project.

In his response, Celibashi stated that AI is already being used globally and there is no reason why it should not be applied in electoral processes.

“AI, in the case of elections, can be used in many aspects of the electoral process. We see its greatest usefulness in the counting and evaluation of ballot papers,” he said.

“The use of AI does not eliminate commissioners or counters, since someone must still display the ballot papers in front of a camera. In terms of time efficiency and accuracy, from our assessment, it would make sense to use AI in the future if we continue with this manual counting method.”

Celibashi added:

“As long as Artificial Intelligence is being used globally, there is no reason not to use it in electoral processes. The only question is when and in which specific aspect it might be implemented,” he concluded.
