New Property Tax: 2.5 Million Real Estate Assets to Be Registered in 2026

The new property tax is expected to begin implementation in January 2026. According to the Ministry of Finance, in the first year, 2.5 million real estate assets will be registered.

In 2026, around 2.5 million real estate properties are expected to be registered in the fiscal cadastre, which will be subject to the new property tax. The projections are part of the medium-term budget program, and according to the document, the cost of registering real estate assets for 2026 is estimated at 26 million lek. The number of registrations is expected to remain the same for 2027 and 2028.

For the continuation of the project “ProTax Albania – Implementation of the Market-Value-Based Property Tax”, expenditures of 8.7 million lek are planned for 2026.

Initially, the new property tax—calculated based on the market value of the property—was planned to enter into force on January 1, 2026. However, the Ministry of Finance announced a two-year postponement, shifting the deadline to 2028. The reason relates to drafting a new law, which is expected to be approved during 2026 and implemented in parallel with the Fiscal Cadastre.

The previous draft foresaw an increase in the tax rate for residential buildings from 0.1% to 0.2%, compared to the current rate of 0.05%. For commercial buildings, proposed rates ranged from 0.15% to 0.25%, the same as those planned for agricultural and industrial buildings.

According to sources from the Ministry of Finance, the new draft is not expected to change the coefficients proposed in 2023.
