KLSH: Teachers pay transport costs themselves as funds remain blocked

A report by Supreme State Audit (KLSH) highlights several problems affecting teachers, particularly regarding professional training and transportation expenses.

The report shows that funds allocated for the continuous professional training of teachers “have not been used effectively” due to delays and the failure to carry out procurement procedures. KLSH notes that this has led to the non-implementation of planned activities, preventing teachers from benefiting from training programs intended to enhance their professional capacities.

Another issue concerns transportation costs, especially for teachers working in rural areas or those who must travel to attend training sessions. Funds earmarked for support expenses “have not been disbursed or have not been used for their intended purpose,” due to administrative ambiguities and the lack of clear procedures.

In practice, this has resulted in teachers having to cover transportation costs themselves or, in some cases, not participating in training at all.

KLSH also observes that these problems are linked to weaknesses in financial management and internal control, creating a gap between budgetary plans and their actual implementation on the ground. According to the report, these shortcomings harm teachers’ interests and negatively affect the quality of education, as they limit professional development and the adoption of modern teaching methods.
