Inbound flows of foreign nationals to Albania continued to rise throughout 2025. According to INSTAT, during the January–December 2025 period, a total of 12.5 million foreign nationals entered Albanian territory, marking a 7% annual increase compared to 2024. Europe remains the main source region, accounting for over 95% of total arrivals, with Southern Europe holding the largest share.

The growth in arrivals is not linked solely to the summer tourist season but extends throughout the entire year. Data show that the vast majority of foreign nationals enter Albania for personal purposes, such as holidays or visits to relatives, while entries for business and professional purposes also recorded double-digit growth over the year.

December 2025 further confirms this positive trend. During this month alone, 700,000 foreign nationals entered Albania, a 7% increase compared to December 2024. This high level of arrivals during a typically off-season month indicates that flows to Albania are no longer merely seasonal, but are taking on a more stable, year-round character. Even in December, Europe continued to dominate the structure of arrivals, with Southern Europe as the leading contributor.

On the other side of mobility trends, data on departures of Albanian citizens show a further intensification of population movement. During 2025, 8.6 million Albanian citizens exited the country, representing a 9% annual increase. In December alone, departures of Albanian citizens reached 715,000, marking a strong 11% rise compared to December of the previous year.
