The OSCE Presence in Albania reacted this Wednesday to the recent changes to the Criminal Code. The OSCE emphasized that it welcomes these amendments and considers the changes related to defamation an important step. It further stressed that the OSCE continues to encourage the full decriminalization of defamation.
“The OSCE Presence in Albania welcomes the recent amendments to the Criminal Code regarding defamation as an important first step in advancing freedom of expression. Strengthening protections for journalists reflects a long-standing OSCE recommendation.
We continue to encourage the full decriminalization of defamation and the use of proportionate civil remedies,” the statement said.
With 85 votes in favor and 9 against, Parliament approved several amendments to the current Criminal Code. The new Criminal Code remains under consultation.
One of the points that sparked debate was the decriminalization of defamation, which will apply only to journalists. A proposal by the Democratic Party for a general decriminalization applicable to all citizens was rejected by the ruling majority.
The amendments also foresee a penalty of up to one year in prison for parking a vehicle in the middle of the road, excluding bicycles and motorcycles.
