In the draft report published this Thursday by the European Parliament, an important point is also highlighted: electoral reform. The draft report states that the recommendations of the OSCE-ODIHR and the Venice Commission on electoral reform have not been fully implemented.
It also outlines concerns regarding the lack of a level playing field, the misuse of administrative resources, allegations of vote buying, and pressure on voters.
“It notes that the Commission assesses Albania’s electoral framework as generally adequate for the conduct of competitive elections, while nevertheless reiterating concerns regarding the lack of a level playing field, the misuse of administrative resources, allegations of vote buying, and pressure on voters; therefore calls on both the majority and the opposition to pursue, in a constructive and inclusive manner, a comprehensive electoral reform, in close cooperation with civil society, and to fully implement the remaining recommendations of the OSCE-ODIHR and the Venice Commission well ahead of upcoming electoral cycles,” the draft report states.
