Agreement for recognition of pensions between Albania and Montenegro approved

The Committee for Legal Affairs, Public Administration, and Human Rights has given its approval this Monday to the agreement regarding pension recognition with Montenegro.

Deputy Minister of Finance and Economy Olta Manjani, who was present at the Committee meeting, stated that the agreement concerning pension recognition with Montenegro includes provisions for recognizing years of work.

As per Manjani, the agreement primarily focuses on extending benefits within the realm of social insurance, underpinned by the fundamental principle of treating employed individuals, self-employed individuals, and employers equally.

She also emphasized that the coordinating rules embedded within the agreement ensure that individuals who relocate from one country to another, along with those who are dependent on them, retain their accrued rights or rights in the process of acquisition.

Deputy Minister Manjani pointed out that the National Trade Register data reveal approximately 69 Montenegrin businesses actively operating in the Republic of Albania. Moreover, data from the Ministry of Internal Affairs indicate that 54 Montenegrin citizens hold residence permits in Albania.

“This agreement delivers advantages to the citizens of both nations. Based on available data, there are 513 Albanians residing and working in Montenegro, while 35 Montenegrin citizens are employed and living in Albania,” Manjani remarked.

With the parliamentary ratification of this agreement, these citizens will have their years of old-age pensions, as well as benefits for illnesses, maternity, work-related injuries, and unemployment, officially recognized.

Albania already has agreements in the field of social insurance with countries such as Hungary, Canada, Turkey, Belgium, Luxembourg, North Macedonia, the Czech Republic, the Federal Republic of Germany, Austria, Kosovo, and now Croatia, following the agreement’s entry into force.

Additionally, ongoing negotiations are taking place for social insurance agreements with the Netherlands, Romania, Greece, France, and Italy.
