Albania Signs Cooperation Memorandum with ENI, Karakaçi: A National Hub for Energy Products

Albania has taken another significant step toward strengthening its energy security. In the presence of Prime Minister Edi Rama, Ministers Enea Karakaçi and Delina Ibrahimaj, on behalf of the Albanian government, signed a Cooperation Memorandum with the Italian energy company Eni S.p.A.. The agreement paves the way for assessing the feasibility of establishing a National Energy Products Hub in Albania.

The memorandum foresees a series of studies evaluating the project’s technical, economic, financial, legal, and regulatory feasibility, as well as opportunities for supplying the Albanian market with energy products.

In his remarks, Infrastructure and Energy Minister Enea Karakaçi emphasized that energy security is a fundamental element of national security, economic development, and citizens’ well-being. He said the memorandum represents another step toward achieving these goals.

“Our objective is clear: to increase security of supply, reduce exposure to shocks in international markets, and ensure that the Albanian economy has the energy resources needed to support its long-term development. In the same spirit, the hydrocarbons sector has been given maximum attention, and the government has taken important steps to improve sector regulation,” Karakaçi said.

He added that energy security cannot rely solely on market mechanisms and should be considered a strategic responsibility of the state. Karakaçi also announced that a new draft law on the creation and management of strategic oil reserves has already been prepared.

“The study of the possibility of creating a National Energy Products Hub is of particular importance. It could become an important instrument for strengthening national storage capacities, guaranteeing strategic reserves, and enhancing security of supply for the Albanian economy. Today, we are not making a final investment decision. We are taking the right step to seriously, professionally, and responsibly assess all alternatives that could contribute to the country’s energy security,” he stated.

The minister also thanked Eni S.p.A. for its readiness, expertise, and continued partnership with Albania over the years.
