Altin Dumani: We need assistant prosecutors in Special Prosecutor’s Office

At today’s meeting of the National Integration Council, the head of Special Anti-Corruption Structure (SPAK), Altin Dumani, said that one thing that would help the Special Prosecutor’s Office would be the approval of changes in the legal package and having assistant prosecutors.

Dumani said that the assistant prosecutors would facilitate the work of the prosecutors to prepare more quickly the cases that will appear before the court.

“One thing that would help us is the adoption of changes in the legal package and having assistants for the prosecutors of the special prosecution as the assistant can help the prosecutor especially in the preparation of the prosecutors of the special prosecution for the representation of cases in the Court of Appeal, or even in the Supreme Court, since as you know we represent cases both in the Court of Appeal and in the Supreme Court.

Of course, the assistant cannot have access during the investigation phase, since it is secret and the procedural subjects that can be recognized by acts and evidence during the investigation period are clearly defined in the code of criminal procedure and the assistant cannot be recognized, but having an assistant helps the prosecutor to prepare cases for the most dignified representation”, said Altin Dumani.

Also, the head of SPAK, Altin Dumani, said that already the issues related to the concealment of wealth or corruption are being addressed in the financial investigation sector.

He added that technology, which is always evolving, remains very important for investigations.

“Investigating criminal offenses of corruption, concealment of wealth, false declaration, is very difficult. It requires time and human resources. We face this difficulty every day.

We already have the financial investigation department, where we delegate a good part of the investigations related to corruption.

Classical investigation methods are no longer valid, they have very little value in the evidence process. The use of special investigation techniques and methods lead to successful investigations”, said Altin Dumani.
