The Central Election Commission (CEC) has set November 1 as the official start of the election campaign for the partial elections in six municipalities: Tirana, Berat, Tepelenë, Cërrik, Mat, and Vlorë.

The elections are scheduled to be held on November 9, 2025, by decree of the President of the Republic, Bajram Begaj.

According to the draft decision of the CEC, political parties must submit their application for registration as electoral subjects no later than October 11, while coalitions have until October 16 to submit their applications. For candidates, the deadline to submit candidacy documents is October 19.

The documents must be submitted to the CEC for the municipalities of Tirana, Vlorë, and Berat, and to the Local Election Administration Commissions (LEACs) for Tepelenë, Cërrik, and Mat.

Meanwhile, the Civil Registry Office has been proposed to prepare the voter lists no later than October 6, in cooperation with the General Directorate of Civil Status.

The Municipality of Tirana will go to elections, despite the appeal of the current mayor, Erion Veliaj, to the Constitutional Court regarding his dismissal. The Presidency has announced that the decision to call elections is not hindered by this appeal, which, it clarified, was filed in an administrative court and not in the Constitutional Court.

“Deadlines for the partial local elections, Celibashi’s proposal to the Regulator: Candidates by October 19, campaign starts on November 1.

1. The election campaign for the partial local elections for mayor in the municipalities of Tirana, Berat, Tepelenë, Cërrik, Mat, and Vlorë begins on November 1, 2025.

2. The Civil Registry Offices in these municipalities, in cooperation with the General Directorate of Civil Status, shall prepare the voter lists no later than October 6, 2025.

3. Political parties must submit their application to the CEC for registration as electoral subjects in the partial elections for mayor in Tirana, Berat, Tepelenë, Cërrik, Mat, and Vlorë no later than October 11, 2025.

4. Electoral coalitions must submit their application to the CEC for registration in the partial elections for mayor in Tirana, Berat, Tepelenë, Cërrik, Mat, and Vlorë no later than October 16, 2025.

5. Candidacy documents must be submitted to the CEC for the municipalities of Tirana, Vlorë, and Berat, and to the LEACs for Tepelenë, Cërrik, and Mat, no later than October 19, 2025.”
