The Albanian economy is facing major challenges such as the rapid ageing of the population and the emigration of young people. To curb these phenomena, the EBRD and the Bank of Albania emphasize the need for sustainable projects and investments.
The Governor of the Bank of Albania, Gent Sejko, stresses that emigration, population ageing and the shortage of labour pose serious risks to the economy. He underlines that this demographic turning point requires increased attention and long-term solutions.
“As fewer and fewer people enter the labour market, more and more become dependent on pension systems and healthcare. These changes are putting pressure on productivity, public finances, prioritization policies and long-term growth prospects in different regions,” said Gent Sejko.
For the EBRD’s Director for Albania, Ekaterina Solovova, investments and projects that create jobs are strong opportunities to support a sustainable economy.
“In 2025, the EBRD was engaged in 31 projects worth €217 million. Of this amount, €111 million were invested in sustainable infrastructure in transport and energy. We also supported tourism, agrotourism, young people and the inclusion of women in business,” Solovova said.
During the presentation of the 2025–2026 Transition Report, the need for coordinated action and political will was discussed, particularly regarding reforming the pension system, modernising the labour market and establishing clear migration policies.
