The High Justice Inspectorate announced on Monday to have launched an investigation on the head of the Elbasan District Court, Enkeleda Kapedani after videos posted on social media platforms surface on media.
The disciplinary investigation into inappropriate behavior was ordered by the chief of High Justice Inspectorate, Artur Metani.
Kapedani has posted several video selfies inside the premises of the court which were leaked to the media triggering a strong reaction over her misconduct.
The Code of Judicial Ethics stipulates:
- Upholds the integrity both when exercising the duty, but also in the private life, in order to guarantee public trust”
- Makes sure to provide dignified behavior”
- Does not allow that his/her office is used for other various reasons beyond the scope of judicial activities
- Must wear the judicial gown both when exercising its function in court or other spaces
- Shows self-restraint towards media and social media usage
Enkeleda Kapedani completed her law studies in 2005-2009, specializing afterward in Civil Law cases as well as pursuing the School of Magistrates. She has been a judge since 2013, working initially at the Court of Tirana and then was transferred to the Court of Elbasan.
In 2020, she was elected at the top post of the Court of Elbasan, after the resignation of Zihni Shahu, seven months after the vetting process.
With dozens of unsolved murders, the district of Elbasan remains one of the most troublesome due to the high levels of criminality.
