The Government of Kosovo has started the procedures for the drafting of an administrative instruction which will be used as a legal basis for the organization of extraordinary elections in the north of the country.
The Minister of Local Government, Elbert Krasniqi, said that this instruction will be ready in September and is based on the law on local self-government.
“This is not an administrative instruction for the north of Kosovo, but originates from the law on local government”, said Elbert Krasniqi, Minister of Local Government Administration
But why is this administrative instruction needed, if the current law provides for the procedures. Those familiar with these matters will tell you the reasons.
“What is not regulated by law must be regulated by law, in this case the ministry intends to regulate it through administrative instructions”, said Ehat Miftari, IKD
However, according to the opposition, the petition is not the best way as it can be misused.
“I don’t believe that this petition mechanism is an adequate tool to solve political problems, because this can be recycled”, said Imri Ahmeti, LDK
Even Miftaraj says that the petition is not the right solution.
“The easiest, most acceptable and fastest solution without financial expenses is the resignation of the mayors of the municipalities in the northern part”, he said.
For the European Union, the resignation of the mayors of the northern municipalities is the best and fastest way to go to the elections, but something like this has been unacceptable for the institutions of the Kosovo state.
