Every time Albanians go to the polls, the succeeding discussion becomes the electoral system. Since 1991, or the toppling of the Communist regime, Albania has had 10 parliamentary elections, of which two were snap elections, meanwhile, MPs have been elected through various electoral systems models from 1991 to 2021.
Albania has implemented a majoritarian system, majoritarian with national proportional correction, closed-list regional proportional, and lastly open-list regional proportional.
Majoritarian System
The majoritarian system puts candidates at a direct competition. The system usually generates a stable parliament, with a direct link between the electorate and MPs. The only time Albania applied the majoritarian system was in March 1991.
Mixed Electoral System
A mixed electoral system combines majoritarian voting with proportional. The mixed system has been applied several times in Albania, starting from 1992, where 100 MPs were chosen directly by majoritarian voting and the rest through proportional representation.
Proportional System
This system allows for the fairest form of representation in parliament, giving an opportunity to all political factors to pass the necessary electoral threshold.
Regional Proportional System
Since 2009, Albania has been using the closed-list regional proportional system. In the last elections held on April 25, the open-list regional proportional system was put to use. In this case, voters must vote for both a candidate and a political party.
