The heads of state and government of the member countries of the European Union welcomed the agreement reached in the talks between the leaders of Kosovo and Serbia on March 18 in Ohrid.

They require the parties to implement the agreement, otherwise there are consequences.

“The European Council welcomes the Agreement on the path towards the normalization of relations between Kosovo and Serbia and its Implementation Annex, reached in the EU-facilitated Dialogue led by the High Representative, as an integral part of the relevant European paths, and calls on both parties to fulfill their respective obligations easily and in good faith,” the document states.

In front of the media, the European head of diplomacy, Borrell, warned Serbia and Kosovo of penalties if they do not implement the agreement.

“Let me say that any attempt to question the agreement is futile. The agreement was agreed upon and must be implemented and there is no room to choose. It must be implemented in all its parts and we will watch carefully who has started the implementation and who has not. I would advise both sides not to point fingers at each other, but to start doing their work,” said the diplomat.

The European plan for which the parties agreed on February 27 in Brussels and on March 18 in Ohrid for its implementation, requires good neighborly relations, recognition of documents and symbols and respect for each other’s sovereignty and territorial integrity.

It requires that the parties do not hinder each other in the integration processes, but does not require mutual recognition. The non-signing of the document at the Ohrid meeting raised doubts about whether the agreement could be treated as legally binding.
