Eurostat: Nearly 1 in 4 households in Albania struggles to pay rent or utility bills

Nearly one in four households in Albania struggles to pay rent or utility bills on time, according to Eurostat data for 2023. This level is significantly higher than the European Union average, where the share of households experiencing payment delays is estimated at around 9–10%.

According to official statistics, 24.2% of individuals in Albania live in households that have experienced delays in housing-related payments, including rent, mortgage installments, and utility bills such as electricity, water, and heating. The situation is particularly difficult for low-income families and households with dependent children, mainly due to rising prices of energy, food, and essential services.

Eurostat notes that the indicators measure the percentage of people who, during the last 12 months, have been unable to pay housing expenses due to lack of financial resources. This indicator reflects economic vulnerability and the risk of social exclusion.

Data from the 2023 Census show that about 132,000 households, or nearly one in six, live in rented homes or in housing owned by someone else. Compared to the 2011 Census, when the number was 71,000 households, this represents an 87% increase over the past 12 years. This trend highlights the structural challenges of the housing market and the economic pressure faced by Albanian families.
