If you are an emigrant, a student, or a diplomat who won’t be in Albania next spring, you can vote for the parliament for the first time without needing to come to Albania.
To make this possible, every citizen abroad will need to register with the Central Election Commission (CEC) and complete the required online data form.
By October, the CEC will determine all types of documents that will be accepted as proof of residence abroad, including study verifications, work certificates, health treatment reports abroad, or housing contracts.
This process should not be left to the last moment because voter registration from abroad will close two months before the election date.
Afterwards, the CEC will register the voter from the voter list in Albania and send the ballot paper to the declared address where they live abroad.
The citizen must complete the ballot paper in secrecy, seal it in an envelope, and mail it to the Central Election Commission.
The cost of postage to send the vote to Albania is the responsibility of the citizen, as the state only pays for sending the ballot paper outside Albania, not for its return.
The votes of emigrants will be counted by the Central Election Commission, and it will be calculated as if the citizen had voted in the electoral district where they resided in Albania.
