Prime Minister Edi Rama is expected to introduce to the Parliament on Thursday the new government program, two days after his cabinet was decreed by President Ilir Meta.
In the document seen by Euronews Albania, it is written that the third mandate will be based on five main pillars:
- Economic recovery from the earthquake and the pandemic;
The new government vows that all citizens affected by the devastating earthquake will enter their new homes by Spring 2022.
“4,500 new individual homes will be built, sheltering all those that lost their homes. 13,000 families that currently receive a rent bonus will continue to receive the bonus, as well as other profits until they receive the key of their new home”, the statement read.
The management of the COVID-19 pandemic is another objective that is intended to be reached through the massive vaccination campaign.
“Guarantee that all citizens older than 16 will be vaccinated until February 2022”.
- Citizens’ wellbeing;
A gradual rise of the average wage by 25% until the termination of the mandate, and increasing the salaries of the public administration
“The annual economic growth will be of an average of 4.5% and it will foster an even greater growth of wages on a country scale”.
- Modernization for the development of the productive economy, tourism, energy, agriculture, digital economy, transports, and services;
The new government aims to wrap up construction work for the Arber Highway by 2021, as well as begin building the Vlora Airport in order for it to be functional by 2024, sign a contract for the construction of the airport of Saranda, begin working on the Tirana-Rinas-Durres railway. In June 2022, it aims to begin the work for the transformation of the current Port of Durres.

The government is vowing to offer new families 1 million Albanian Lek in support and cushion interest rates when they purchase a new home.
The aim is to build 2,000 social houses for households that do not profit from the package of the new families, through a special instrument of the sovereign guarantee fond.
“The program begins within 2022 with a €100 million fond from the European Investment Bank”.

After the program goes through parliamentary voting, the ministers and prime minister will take the oath in front of the president.
Around two weeks ago, during the Socialist Party’s assembly, Prime Minister Edi Rama introduced the names of his new cabinet, which were predominantly women.
