Former Socialist mayor of Durrës accused of abuse of office demands freedom

Vangjush Dako will appear before the Special Appeals Court on 18 July at 10:00 AM, where he will seek a milder security measure than detention.

The appeal hearing will be presided over by Judge Daniela Shirka.

The former Socialist mayor of Durrës is accused of misconduct in office in two cases.

The first case involves a building that started with a seven-floors plan in 2010 and was completed with 11 floors in 2014, and was later damaged by the 26 November earthquake in 2019.

After verifications conducted by the Special Anti-Corruption Structure (SPAK), it is suspected that in addition to having four floors without a permit, the legalization of the structure was carried out in violation of the law. The building permit was issued two years late, and the legalization also included additional floors.

The complaint against this building was filed by 46 residents who were affected by the earthquake, accusing Dako of intentional murder and attempted murder.

The second case involves a tender for the rehabilitation of the coastal promenade in Durrës, carried out in 2014-2015.

The State Supreme Audit Institution (KLSH) discovered a loss of 18 million Albanian lek to the state budget.

These findings were used as a basis for the complaint lodged by the former head of the Democratic Party in Durrës, Ferdinand Xhaferraj.

Vangjush Dako was arrested on June 6 as part of SPAK’s investigations, which resulted in a total of 10 arrest warrants.

In 2019, he was designated non-grata by the United States, for “his involvement in major cases of corruption”.
