Forum of Constitutional Courts, Osmani: No one is above Constitution in Kosovo

President Vjosa Osmani said that Kosovo remains committed to the basic principles of democracy and the rule of law.

“No one is above the Constitution”, Osmani said during her speech at the international conference on the topic: “Evolutions in contemporary constitutional justice – the example of the Balkan region”, organized on Thursday in Pristina by the Constitutional Court of Kosovo.

She emphasized that such a forum contributes to the deepening of the cooperation of the courts towards the highest standards in respect of the Constitution.

According to the president, throughout the 16 years as an independent state, Kosovo has set an “extremely good example of the rule of law”.

She emphasized that Kosovo’s institutions have shown high institutional culture in respecting constitutional decisions, according to her, even in cases where they did not like them.

“Kosovo remains committed to the fundamental principles of democracy, the rule of law and respect for human rights and freedoms, which are embodied as the fundamental values ​​of our constitutional order and are established in the very foundations of our state… The Republic of Kosovo throughout the 16 years of its independence and 15 years of the existence of the Constitutional Court has given an extremely good example of the rule of law and in particular the institutions of the Republic of Kosovo have shown a high institutional culture in respecting the decisions of the Constitutional Court even though there are many cases when they did not like them”, she said.

Osmani said that no one is above the Constitution.

“A democracy and a Constitution can be said to be fully successful only when all of us who are either in political institutions or in the courts, including the Constitutional Court, understand that no one, no one is above the Constitution”, said Osmani.

The Forum of Constitutional Courts of the Balkans, established on October 27, 2023, unites the Constitutional Courts of Bulgaria, Kosovo, North Macedonia, Montenegro, Turkey and Albania, around the common values ​​of democracy, the rule of law and the protection of human rights.

At the opening of this meeting, the president of the Constitutional Court of Kosovo, Gresa Caka-Nimani, said that it is essential for the Constitutional Court of Kosovo to become an equal member of the Francophone Association of the Constitutional Court.
