The government has approved a 2.5% indexation of public administration salaries. The decisions include an increase in the salary of the President of the Republic and the base reference salary for judicial and prosecutorial functions, as well as updates to salary structures for the Republican Guard, Prison Police, anti-corruption coordinators, support staff, various administrative specialties, and healthcare system personnel.
Decision on the Indexation of the Salary of the President of the Republic of Albania
Pursuant to Article 100 of the Constitution, point “b” of paragraph 2 of Article 8 of Law No. 35/2023 “On competencies for setting salaries, other financial treatments and benefits of employees in public administration institutions, as well as the national minimum base salary,” as amended, and Article 13 of Law No. 87/2025 “On the 2026 Budget,” upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers
DECIDED:
The salary of the President of the Republic shall be indexed by 2.5%. Following the indexation, the President’s monthly salary will amount to ALL 435,625.
The financial effects of this decision shall be covered within the budget approved for 2026 for the institution of the President of the Republic.
The institution of the President of the Republic is tasked with implementing this decision.
This decision shall enter into force after publication in the Official Gazette and shall have financial effects from January 1, 2026.
Judges and prosecutors will also benefit from the salary indexation.
Decision on the Indexation of the Base Reference Salary for Judicial and Prosecutorial Functions in the Republic of Albania
Pursuant to Article 100 of the Constitution, point “b” of paragraph 2 of Article 8 of Law No. 35/2023, as amended, and point “a” of paragraph 5 of Article 12 of Law No. 96/2016 “On the Status of Judges and Prosecutors in the Republic of Albania,” as amended, upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers
DECIDED:
The base reference salary for judicial and prosecutorial functions, calculated as the product of the coefficient 0.36 and the salary of the President of the Republic, shall be indexed by 2.5%. Following the indexation, the base reference salary will amount to ALL 156,825 per month.
The financial effects of this decision shall be covered within the approved 2026 budgets of the respective institutions.
The institutions falling within the scope of this decision are tasked with its implementation.
This decision shall enter into force after publication in the Official Gazette and shall have financial effects from January 1, 2026.
