Government aims to help 2,000 new couples or families a year to buy an apartment. In the new law, administration employees will be favored, while the current groups will pay interest lower than 3%.
Buying a home is the biggest challenge for young couples or families. The best alternative for securing and affording housing remains soft loans, which are limited by the current policy and are subject to a competition, where a small number of applicants manage to secure their house in the end. The loan interest paid by the beneficiaries is 3% and unchanged until the end of repayment.
To increase the chances, the government has proposed changes to social housing. The program aims to include administration employees, as necessary to prevent the departure of middle class from the country and to halve or zero the interest in some priority categories, such as the children of policemen who have fallen in the line of duty.
The law also determines changes in the level of income. According to the calculation, a market is considered affordable if the ratio is 1:4. For example, if the average price of a 2+1 apartment in Tirana is 10 million Lek, this market is affordable, if the average monthly income of families with 4 people in Tirana is 200,000 ALL. For this housing market, families benefiting from the program must have a monthly income below 135,000 ALL.
The additional interests of housing beneficiaries are paid by the municipality or government, and with a calculation made, for 2000 beneficiaries per year or 8000 in 4 years, the total cost of housing reaches 90 million euros.
