The construction market closed 2025 with 1,160 new building permits, with an estimated investment value of approximately €780 million. According to the latest report by INSTAT, the total area approved by municipalities for buildings and engineering works amounts to 1.3 million square meters.

Residential construction continues to dominate the market, with 890 permits and 845,000 square meters of approved area. Non-residential buildings, such as hotels, commercial, and industrial buildings, account for 268 permits covering 460,000 square meters. This structure confirms the significant weight that the residential segment continues to hold in the construction investment cycle.

INSTAT clearly emphasizes that the statistics are based solely on reports from municipalities, while the permit approval process also involves the National Territorial Council.

According to quarterly data, in the period October–December 2025 alone, 259 building permits were approved for land areas totaling 340,000 square meters. During this period as well, residential construction accounted for the majority share, representing 75% of the total volume.

The report indicates that the volume of permits and the value of investments in 2025 confirm the continuation of high construction activity, with Tirana and Durrës dominating the number of permits issued during this period as well.
