Kosovo PM: Without surrender there is no dialogue

The Prime Minister of Kosovo, Albin Kurti, said that the three conditions he set at the last dialogue meeting in Brussels are the ones that guarantee the normalization process with Serbia.

During the meeting of the Government of Kosovo, Kurti said that without the surrender of Milan Radoičić and his group, which carried out the armed attack in Banjska of Zveçan, the Kosovo authorities cannot have faith in the dialogue mediated by the European Union

“Thirty-nine people from that group, out of 47 clearly identified, are on the international wanted list by INTERPOL. As long as Radoicic and his group are free and protected in Serbia, there is no trust in the dialogue for normalization,” Kurti said.

Radoičić, former vice-president of Serb List – the main party of Serbs in Kosovo that enjoys the support of Belgrade – took responsibility for the attack on the Kosovo Police on September 24, 2023 in Banjska of Zvecan. A sergeant was killed in the attack, while three Serbian attackers were also killed during the exchange of fire.

Radoičić is believed to be in Serbia.

Kosovo blames Serbia for the attack, but Belgrade denies having a hand in it.

In the dialogue round, held on June 26, the European Union said that Kurti was not ready for a tripartite meeting with European mediators and the president of Serbia, Aleksandar Vučić.

The head of EU diplomacy, Josep Borrell, said after the meeting that Kurti presented three conditions, which Vučić was not ready to fully accept.

In addition to the handover of Radoičić, Kurti requested that Serbia withdraw from the letter sent to the European bloc by former Prime Minister Ana Brnabič, through which Belgrade expressed reservations about the Agreement on the way to the normalization of relations. Kurti requested that this agreement, reached last year, be signed.

During the Government meeting, Kurti said that only the signing of the agreement – which according to the EU is legally binding for the parties – guarantees its implementation.

“In three bilateral meetings that took place on Wednesday, we presented these three guarantee requests, which are actually a shield for the Basic Agreement itself, which is under constant attack from Serbia. The President of Serbia was not ready to respect any. So, neither to sign the agreement, nor to withdraw the letter for its rejection, but neither to hand over the master criminal Radoičić”, said Kurti.

“The signing of the agreement will mean formalization, the withdrawal of Brnabič’s letter will mean seriousness for the beginning of implementation, while the surrender of the criminal Radoičić and his paramilitary group will mean the establishment of justice and good neighborly cooperation”, added the Prime Minister of Kosovo.
