Mountain Package / Government approves development zones in Shijak, Mat, and Shkodër

The Council of Ministers this Wednesday approved the designation of several priority zones for the development of mountain economies in the municipalities of Shijak, Mat, and Shkodër, within the framework of Law no. 20/2025, “On the Mountain Package.”

This decision aims to facilitate investments in mountainous areas and to provide landowners with the possibility to develop agritourism, farms, and other development projects.

If the land is not located in a contested territory, the landowner may submit a project to the relevant ministry and obtain a symbolic contract — for one euro.

Priority development zones

Mat Municipality:

Includes various areas in Selixë and Komsi, with surfaces ranging from 1,585,237 m² to 2,564,391 m², designated for economic, industrial, and tourism development.

Shijak Municipality:

Includes areas in the administrative units of Maminas and Gjepalaj, including the reservoirs of Rubjek, Karrec, Karpen, Metallë, and Callikë, with surface areas that reach up to 32.15 hectares.

Shkodër Municipality:

Zones include the villages of Theth, Nderlysaj, Rragam, Sheldi, and Mazrek–Shpor, with areas reaching up to 2,286.3 hectares, also designated for economic, industrial, and tourism activities.

Implementation of the decision

The Ministry of Economy and Innovation, the State Cadastre Agency, and the respective municipalities are tasked with implementing this decision, which enters into force after publication in the Official Gazette.
