New Building Taxes Expected to Increase Tirana Municipality Revenues by 20%

The rise in reference prices for real estate will translate into higher revenues for Tirana Municipality’s budget. For the 2026–2028 period alone, the medium-term budget program foresees a 20% increase in revenues compared to 2025.

This expected growth is not only the result of urban development, but also of the decision to update reference prices, which are significantly impacting taxes collected from buildings and registered properties within the municipality’s territory.

The main source of revenue remains the building tax, which has seen considerable growth over the past two years as a result of new constructions and the registration of existing properties.

From 7 million square meters registered in 2023, the system today counts around 7.5 million square meters, reflecting revenues worth 2.8 billion lek.

In addition to the increase in built-up area, the application of new reference prices is expected to further strengthen this revenue stream, ensuring a stable budget.

In contrast to the growth in revenues from reference prices and building taxes, the infrastructure impact tax from new constructions has decreased by 23%.

This decline is linked to fewer applications for building permits and recent legislative changes. However, Tirana Municipality considers this drop temporary and aims to compensate for it with additional revenues from the updated reference prices and more efficient tax administration.
