The Municipality of Tirana will not take part in the partial local elections scheduled for November 9, following the decision of the Constitutional Court to suspend the decree of President Bajram Begaj that had set the date for partial elections, which included the capital.
During its Thursday session, the Constitutional Court unanimously decided to suspend the president’s decree and to hold a public plenary session on October 31, 2025, to review Erion Veliaj’s appeal against the decision of the Council of Ministers that approved his dismissal from the post of Mayor of Tirana.
A week earlier, Veliaj’s lawyers had filed two appeals with the Constitutional Court — the first seeking to overturn the government’s decision to dismiss him, and the second challenging the president’s decree that set November 9 as the date for the partial local elections, which also included Tirana.
The Council of Ministers dismissed Erion Veliaj as Mayor of Tirana on September 25, just two days after the Tirana Municipal Council voted in favor of the Socialist Party’s request to remove him from office.
