OSCE Ambassador Meets with Dumani: SPAK’s Role is Essential for the Rule of Law

The OSCE Ambassador to Albania, Michel Tarran, met with the head of SPAK, Altin Dumani, to reaffirm the close and constructive cooperation between the OSCE Presence and this key justice institution.

The ambassador praised SPAK’s central role in strengthening the rule of law in the country through the prosecution of corruption, reinforcing transparency, integrity, and the independence of the judicial system.

He also highlighted the importance of SPAK’s work in addressing electoral crimes during this year’s parliamentary elections.

During the meeting, Tarran and Dumani discussed current and future areas of cooperation, as well as ways to enhance OSCE support in line with SPAK’s strategic objectives.

The ambassador further underlined the importance of a comprehensive approach with other institutions to tackle issues such as Albania’s high pre-trial detention rate.

In this context, the OSCE is preparing a new training program on anti-money laundering, anti-corruption, and international cooperation in complex investigations.

Since 2021, the OSCE Presence has closely collaborated with SPAK and other justice actors through a regional project monitoring judicial proceedings, analyzing the effectiveness of judicial responses to corruption and organized crime.

Joint activities have also included trainings and specialized roundtables on public procurement, legal research, and PPP contracts.

The OSCE Presence remains committed to supporting Albania’s justice institutions and advancing justice reform.
