President Bajram Begaj returns to the Assembly law on “Inspection”

President Bajram Begaj has returned the law “On Inspection in the Republic of Albania” to the Assembly for reconsideration. The decree, dated October 10, 2024, has already been submitted to the parliament and will begin the parliamentary process, where it will be examined first in the committee and then in the plenary session.

Giving reasons, the President emphasizes that the changes in Article 68 were not followed according to the regular procedure defined by the Rules of the Assembly.

He notes that for these changes there was no formal legislative initiative, nor registration of draft laws in the work program of the Assembly, nor public consultations, or a special review procedure.

Begaj also adds that there were no opinions from the executive for each law, including the analysis of financial costs, or statements from the government about covering these costs.

“Also, no special evaluation reports have been prepared by the relevant parliamentary commissions”, according to the reasoning of the President.

The President assesses that the mechanical joining of several different laws in nature and objective damages the legislative process and the quality of reforms.
