Government dissolves the Centralized Purchasing Agency. In order to stop the corruption and abuses made over the years, now the purchase of goods and services in the entire chain of state offices will be done by an operator with public capital.
Tenders of the government and state institutions will be signed in an office. This, as the Agency for Centralized Purchases is being merged to be reconceived with new procedures for how public procurements will be controlled and signed.
It will be the Centralized Procurement Operator, and will operate outside the jurisdiction of the Ministry of the Interior, with a leader who will be elected by a General Assembly, represented by the Ministry of Economy.
The change in this structure comes after the abuses that have been done over the years with public tenders, which have caused damages worth millions of euros, and when they have been proven by justice, they have also led to high officials and other officials behind bars.
Goods and services that the Operator will purchase or contract are in function of the activity of the institutions, and this coincides with a long list, which starts with the purchase of cars, fuel, clothing, food and furniture and continues further with the provision of building materials, cleaning service, maintenance, reconstruction, etc.
Officially, the Central Purchase Operator will start work on January 1, 2024 and will be state-owned. The first 20 million lek will be transferred from the reserve fund of the state budget.
