Privatization bonds until 2027, postponement of validity is proposed

The deadline for the use of privatization bonds can be postponed until the end of 2027. The securities put into circulation since 1995 have been used for the privatization of state facilities and the legalization of housing.

The deadline for the use of privatization bonds can be postponed until the end of 2027. Although it ended in December 2023, a request to extend it for another 3 years has been submitted to the Assembly, as the need for their use still remains.

Currently, a significant number of facilities administered by ministries and local governments have not yet been privatized. Many of these objects are located on the lands of the legal owners, to whom the property was recognized or returned by the decision of the Property Restitution Commission. According to the report sent to the Assembly, since the land owners have the right to pre-purchase the buildings that are erected on them, this measure will help them to liquidate a part of the value of these buildings with privatization bonds.

Also, the employees of the joint stock companies can use the bonds and the privatization money for the purchase of the shares of these companies. Meanwhile, a considerable number of objects are in the process of legalization, and privatization bonds can be used in this process as well.

The distribution of privatization bonds started in 1995 with the aim of privatizing state properties, and until today the process has gone through delays and postponement of the validity of these securities several times.

The latest data, which belong to the year 2022, show that 75 billion ALL privatization bonds were issued in Albanian market, of which 51.2 billion ALL were distributed to the public.
