Albania is expected to complete in 2030 the complete digitization of property files, including previously unregistered properties.

In the document “Guide to the Rule of Law”, released for public consultation, where rules are established for the implementation of property rights, with the aim of reducing corruption, the establishment of the land management system is also foreseen.

Initially, within 2024, the project started in 2022 for the digitization of registered files is expected to be closed.

Time registration of unregistered properties is expected to close in 2028.

Two years later, in 2030, the full digitization of files in Albania is expected to be completed.

In order to fulfill this objective, the human and financial resources of the Cadastre Agency will also be reviewed until 2025.

The digitization of the property archive that started in 2022 includes 4.7 million properties. Of these, in the Cadastre there are only 2.8 million with references.
