The Ministry of Finance has reactivated the property revaluation process with a 5% tax rate. The right to carry out this revaluation applies to all individuals who own real estate property until December 31, 2026.
Starting today, citizens who wish to revalue their properties at a 5% tax rate are given the opportunity to apply either at the Cadastre office or through a licensed expert.
According to the instruction published in the Official Gazette, all individuals who own registered immovable property have the right to reassess it at market value by the end of the year.
This also includes cases where the property has previously undergone revaluation under earlier revaluation laws. Individuals may voluntarily choose whether to carry out the revaluation at the local directorate of the State Cadastre Agency or through an expert licensed by the relevant institutions. If an individual owns more than one property, the procedure must be completed separately for each one.
In previous processes, when a 1% tax rate was approved between 2011 and 2013, 95,000 properties were revalued, generating 4 billion lek in state budget revenues.
Later, revaluation was conducted during 2016–2017 with a 2% tax rate and was applied to 63,000 properties, generating approximately 5.1 billion lek in the budget.
Meanwhile, the most recent property revaluation process began in 2020 and ended in August 2022 with a 3% rate. Around 110,000 families across the country benefited, and 168,200 properties were revalued.
