Public Tender fraud: Only 3 companies received a staggering €370 million

In the past 5 years, only 3 companies have profited a grand total of €373 million euros from public funds through tenders.

These companies are ‘Fusha sh.p.k’, ‘Salillari’ and ‘G.P.G’, which alone or as groups of operators have received a total of 245 contracts.

There are over 12 thousand active companies currently operating in our local market, yet only a small group were able to profit from the largest portion of public contracts.

The data published by AIS Albania, show that ‘Fusha Sh.p.k’ is the company that has benefited a total of 117 contracts, valued at a whopping €150 million euros, followed by ‘G.P.G’ and Salillari.

Since 2015, these firms have won contracts through public procurements with municipalities and central government institutions. Fusha sh.p.k has received the largest portion of the total available tenders of the Municipality of Tirana and the Albanian Progress Fund, in the field of construction, but in its portfolio, you can find contracts in the fields of medicine and waste management.

G.P.G is another one of the companies that have been paid the most by the State Treasury during 2020, receiving contracts mainly in the water supply-canalization sector, urban center and object reconstruction. It has received a grand total of €131 million euros from the state treasury.

Third in the list was ranked ‘Salillari’, which received 27 contracts, in 10 different municipalities. The total profit of funds it received was well over €91 million euros.

The data processed by Euronews Albania show that the companies in the field of construction dominate not only in terms of the number of public contracts they get approved for, but also in terms of the links they secure between one another.

In fact, even PM Rama has admitted that 70 % of tenders, exhibit problems regarding the met criteria as well as a risk of abuse. He has announced legal changes at this phase. Another scheme used by private companies is registering as 2 or more TIN/NIPT numbers, in order to maximize their profits.
