Anyone owning a second or third home will face a higher property tax. The decision on the specific rate has not yet been made but will be announced in the coming weeks, once the reference prices for housing are approved.

“The tax for a second home will be higher than for the first one. Municipalities, especially those near the coast, will benefit significantly,” said Prime Minister Edi Rama.

Speaking at a meeting with mayors across the country, Rama also addressed the legalisation process, which the government aims to conclude by 2028.

“Legalisations must come to an end. This country cannot continue to build illegally. We will close the process within the fourth mandate. That is our objective,” he stated.

Discussions on property ownership and co-ownership are part of a recently launched national action, during which authorities have uncovered widespread illegal constructions and land seizures.
