Individuals renting out rooms will not register as a business. This is the last proposal of the government, which changes the initial variant in the tourism bill, where it was said that anyone who rented out a room, apartment or villa through the AirBnB or Booking platforms for tourism purposes, had to be registered as a business in the National Center of Business.

The Ministry of Finance proposed this facility in the Productive Activity commission, arguing that seasonal activity is offered, only 2-3 months during the summer or a period during the Christmas holidays.

With this change, now only entrepreneurs who have apartment blocks, “accommodation structures of cultural heritage” and “distributed hotels” managed by the same tourist entrepreneur will have the obligation to register with the National Center of Business.

Individuals or citizens who belong to this category will have to obtain from the Ministry of Tourism a categorization certificate according to the standards of the room, apartment or villa.

The draft provides that if these citizens rent the property without obtaining the certificate and classification, they will be fined 20-50 thousand ALL. This category mainly includes families that do not engage in tourism activities throughout the year, but rent out a property they own to vacationers only in the summer season.
