Rubin from The Hague: Thaçi Did Not Make Decisions for the KLA, Orders Came from the Commanders

James Rubin continued his testimony at the Kosovo Specialist Chambers in The Hague, where he spoke about Hashim Thaçi’s role within the structures of the Kosovo Liberation Army (KLA).

He stated that, based on his direct experience, Thaçi did not have decision-making authority in the KLA, but rather acted as its representative, following the instructions he received from the commanders.

“Thaçi often presented to us the latest positions of his group, we would review them, and sometimes we reached agreements on certain matters. But for me it was clear that he did not have the power to make decisions himself — those belonged to other individuals in the hierarchy. He was the public, representative figure of the KLA,” Rubin said.

He added that he had direct meetings with KLA commanders and observed their dynamic with Thaçi.

“I saw with my own eyes how the commanders gave him instructions. It was not Thaçi telling them what to do — on the contrary, they told him what to do,” Rubin concluded his testimony.
