Serb List, the largest party of Serbs in Kosovo, said on Monday that it will participate in the elections, which will eventually be held for the municipalities in the north, when two conditions are met.
The Party has said that the special forces of the Kosovo Police should be withdrawn from the north of Kosovo, and that the Association of municipalities with a Serbian majority should be formed.
Kosovo and Serbia have reached agreement on the Association in 2013 and then in 2015 on the principles for its establishment.
In 2015, the Constitutional Court of Kosovo found that the agreement is not in full harmony with the Constitution.
Serbia demands that Kosovo implement the agreements reached, but the Government of Kosovo has declared against a mono-ethnic association.
Serb List has boycotted the elections held for mayors of municipalities in the north – Northern Mitrovica, Zveçan, Zubin Potok and Leposaviq – and does not even recognize the new Albanian mayors.
They, together with the local Serbs in the municipalities of Zveçan, Leposaviq and Zubin Potok, have been protesting regularly, since May 29, to oppose the entry of Albanian mayors into the municipal buildings.
Speaking about tensions in the north, Serb List has said that the key to reducing tensions is that there are no special forces of the Kosovo Police in the north and that the mayors, which it considers “illegal”, do not go to the municipal buildings. Also have mentioned the need for the release of two Serbs detained by the Kosovo authorities, days ago, during the clashes in Zveçan.
They are suspected of “unconstitutional activity with the aim of attacking the constitutional order of the Republic of Kosovo”, “endangering persons under international protection” and “attacking an official”.
The international factor has made continuous calls for taking steps towards reducing tensions.
Some diplomats have also requested the holding of new elections in the north.
The senior officials of Kosovo have given signs that something like this could happen.
