SPAK: Political rhetoric against the institution a factor encouraging increased threats from crime

Albania’s Special Structure Against Corruption and Organized Crime (SPAK) has published its 2025 annual report, highlighting significant progress in the fight against organized crime, high-level corruption, and money laundering. The report includes data on investigations, court proceedings, asset confiscations, and international cooperation.

SPAK has identified several key challenges in the functioning of the institution that may require possible legal changes to the Constitution in order to ensure the quality and proper functioning of the institution’s activities. The Special Prosecution Office emphasizes the rising level of threats from crime, the lack of clear legal provisions regarding the end of prosecutors’ mandates, and the need for stronger cooperation with other institutions as well as international partners.

“Investigating organized crime and high-level corruption presents significant challenges for SPAK. Political and media rhetoric can also influence public perception and the authority of the institution, and may serve as a factor encouraging an increase in the level of threats from organized crime. SPAK would consider particularly concerning any initiatives or measures of a legal and institutional nature aimed at limiting its procedural tools and independence. Such interventions would constitute a serious risk to SPAK’s constitutional function and to the rule of law itself,” the report states, among other things.
