The investigative casefile compiled by the Special Structure Anti-Corruption and Organized Crime (SPAK), which issued the arrests warrants for 9 former and existing high-ranking officials, has ultimately discovered the fraud scheme followed by what is thought to have been a long repeated abuse on several sets of tenders throughout the years.
In SPAK’s casefile, which Euronews Albania has obtained and thoroughly analyzed, it states that in the beginning of this process, there was a probe into a tender for the “purchase of meat and meat by-products”, which was followed by many others all the way to the Police Uniforms Tender.
The report also specified that there have been other criminal complaints filed against the Agency of Concentrated Purchases, by subjects that had been previously disqualified by the tender race, which have later joined the criminal proceeding process that was followed by charges pressed by several MPs of the parliamentary opposition.
The 18-page document includes a presentation of the technical details of the procedures followed by the former and existing government officials, who if found guilty, risk a sentence of up to 3 years in prison, according to article 258 of the Criminal Code.
The Agency of Concentrated Purchases (ABP) has initially procured two tenders “For the Purchase of Meat and its Byproducts at a joint value of 36 million ALL, won by a company, which didn’t exercise its activity in the declared address. This company has also fictitiously declared that they had moved their controls to the AKU, (National Food Authority).
The officials of ABP currently on trial, are also part of an investigation regarding another tender on the maintenance of pavilions at the QSUT general hospital, – a fund valued at 9.2 million euros, where other violations and irregularities have been found, by the companies involved, which filed their charges due to an allegedly unfair race, the details declared regarding a merging of companies as well as the dubious past of one of the companies’ Italian administrators.
The tender of the Internal Ministry regarding the purchase of State Police uniforms, valued at 2.8 billion ALL, announced this winner back in 2020 – the merging of operators “BOE D7E sh.p.k + Summer Confs s.r. l + LOVERS S.r.l + YAKUPOGLU Tekstil VE DERI SAN TIC AS A. Vedat Yakupoglu”.
SPAK has transcribed a cavalry of procedures followed by responsible institutions since 2019, regarding a tender divided into lots up until 2023.
From SPAK’s investigations, the officials of the Internal Ministry seem to have changed the total amount of uniforms they would be receiving, but they haven’t changed the 2.8 milliard ALL value of the tender in the documents they have submitted.
Member of the Unit on Public Procuration and textile engineer at the General Directory of State Police, Aurora Mulla, has hampered the authorization of this tender, according to the SPAK document.
“This official report hasn’t been signed by her on pages 16-19, where the description of the table of invoices regarding the expected amounts and articles of the uniforms, and she has also not signed under the estimations table of the limit fund, following the changes of the technical specifications. She hasn’t agreed to sign these two tables, because of the changes that had been previously carried out by other members of the Unit of Procuration, regarding the expected amounts of the articles,” states the report.
