The Special Prosecution Against Corruption and Organized Crime (SPAK) concluded its thorough investigation into allegations of corruption surrounding the elected mayor of Himara Municipality, Alfred Beleri, and his associate, Pandeli Kokaveshi. The charges brought against both defendants are related to the criminal offense of “Active corruption in elections”.
After extensive preliminary investigations in criminal case no. 111 of 2023, SPAK presented its findings before the First Instance Special Court for Corruption and Organized Crime on July 31. The prosecution sought a trial against the accused, Alfred Beleri, for his alleged involvement in “Active corruption in elections”, in collaboration with Pandeli Kokaveshi, who also faced charges for the same offense committed jointly.
The evidence compiled during the investigation was based on meticulous analysis, including audio/video recordings, phone surveillance, computer forensics, and statements from witnesses knowledgeable about the criminal offense. This evidence left no doubt that the defendant, Alfred Beleri, offered citizen Arsen Rama monetary incentives of 50 euros for each person Rama could persuade to vote for Beleri in the mayoral election held on May 14. Additionally, Rama had promised a reward of 300 euros for each successful vote secured for Beleri, according to SPAK.
It was revealed that Beleri handed over the bribes to Rama through his accomplice, Pandeli Kokaveshi. Kokaveshi provided Rama with eight banknotes of 5,000 lek each, intended for eight individuals who agreed to vote in favor of Beleri. The defendants demonstrated an active and unlawful involvement in two forms of corruption – promising and providing monetary incentives to influence citizens’ voting choices in favor of Beleri during the local elections.
Prior to the conclusion of the investigation, Fredi Beleri was arrested by the State Police in Himara, just two days before the elections on May 14. Beleri was allegedly caught in the act of offering bribes to secure votes.
