The State Supreme Audit has found economic damage and ineffective management of funds in the amount of over 2 billion ALL or 20 million euros, in the first 4 months of the year. The damage was found after the audit in 29 central and local institutions.
The report analyzes that the value of the financial effects resulting in economic damage to the state budget, has been ascertained in the area of income, in the amount of 18.5 million euros, or about 93% of the total, mainly in local government income.
The rest is found in expenses, specifically, in procurement procedures and implementation of works, with a total value of around 1.5 million euros.
Shortcomings have been seen in the preparation of the tender documentation, the drafting of technical specifications and criteria for the assessment and liquidation of invoices for the items of uncompleted works, where the Municipality of Fier, Shkodra and Lezha has the largest share.
During this period, the State Supreme Audit has given 689 recommendations, most of them for organizational measures and disciplinary measures.
