The Kosovo-Serbia dialogue seems to be at a crossroads again, despite overcoming the crises in the North and the attempts to organize a meeting in Brussels.

The head of European diplomacy, Josep Borrel, before the meeting of the governments of the EU countries, devoted his speech to the media to the Kosovo-Serbia dialogue.

He indicated that he has an invitation for the leaders of the two countries.

“The proposal is on the table. I have invited the two leaders to come to Brussels soon, within a few weeks, so that we can finally push this proposal forward. We have gone from one crisis to another. Now is the time for de-escalation and constructive work,” said Borrell.

However, it seems that this invitation is not being taken into account by the parties, even though they publicly appear ready for a meeting. This is because for both sides everything is stuck on the issue of creating an association of municipalities with a Serbian majority.

The Prime Minister of Kosovo, Albin Kurti, says that there will be no mono-ethnic association or it will be done according to the conditions presented days before.

The Serbian president strongly opposes this.

“I have never run away from talks about anything or any issue. Before that, the Association of Serbian Municipalities is needed. If they think to call me to Brussels, and tell me that the AKS should be done at the same time as who knows what, or after something, then don’t invite me. I have been to Brussels 200 times, I don’t go for tourism”, says Vucic.

These attitudes of the parties are making it impossible to organize the high-level meeting, despite the continuous attempts of the EU emissary for dialogue, Miroslav Lajčak. The Prishtina-Belgrade dialogue was also a topic at the summit of EU heads of state that took place on February 9. Expectations for results from the dialogue process were also included in the conclusions that were adopted at this summit.
