The QUINT calls for democratic solution in the north of Kosovo

The QUINT states (United States, France, Italy, Germany and United Kingdom) are concerned with the local elections held in the north of Kosovo on April 23rd, arguing that they are not stable political solutions for the municipalities, due to the boycott from the Serb community.

In a joint declaration, these states call all parties “to urgently work together, including local communities, towards a solution that ensures stable, representative and participatory democracy in these municipalities”.

The joint declaration states that the newly elected mayors of the municipalities and the communal parliaments should refrain from exercising competences beyond their administrative mandates.

The QUINT says that the process of assuming duty does not require from the mayors to take the oath in the communal offices and there should not be actions or initiatives that do not serve the interest of the people or that can lead to more tensions.

“All parties involved are asked to refrain from using force or taking actions that can inflame tensions or incite conflict,” the statement said.

The QUINT states once again highlighted the need for urgent progress in the formation of the Association of Serb Municipalities in Kosovo, supporting the EU mediated dialogue towards normalization between Kosovo and Serbia.

Elections in the four northern municipalities in Kosovo were held after existing mayors from the Serb List, resigned last November.

They abandoned institutions to express disapproval of the decision of the Government of Kosovo, that obliged drivers with illegal license plates issued by Serbia, to re-register them with legal license plates from the Republic of Kosovo.

Members of the Serb community boycotted the April elections and have declared they do not recognize the results, namely the newly appointed mayors from the Albanian community.
