The Tirana Municipal Council has approved 1,500 new quotas for the soft loan program, supporting families seeking to secure housing in the capital. The decision was made during the latest council meeting, where officials highlighted the growing number of applications for this social scheme.
In her remarks, the delegated Mayor of Tirana, Anuela Ristani, stated that the increasing interest in the interest-rate subsidy program has led to the planning of new quotas. These will be financed by the municipality’s own funds במסגרת the 2026–2028 medium-term budget program.
According to her, during the 2025 call for applications, 1,231 individuals and families were declared beneficiaries, supported by the state budget. The additional 1,500 quotas aim to address the rising demand for affordable housing.
The interest-rate subsidy program is intended for families and individuals who do not own a home or who live in housing below the legally defined space standards. Beneficiaries may also include those who have not transferred property ownership in the past five years, except in cases of force majeure, as well as those who cannot afford market interest rates for purchasing a home.
The application process consists of two phases. In the first phase, applications are submitted electronically through the “e-Albania” portal, with a 30-day deadline and public announcement of the lists. In the second phase, applicants submit the required documentation either in person or by mail. The documents undergo administrative verification within 30 days, followed by review by the Housing Commission within 45 days.
