The General Directorate of Archives recalls that on December 19, 1918, the Congress of Tirana was held.

This Congress took place as part of the actions to organize an international congress to achieve the consolidation of the newly established Albanian state. All developments led to the organization of the Congress of Lushnja, from January 28-31, 1920.

In organizing the Congress of Tirana, a significant role was played by the former sub-prefect Rauf Fico. In the meeting held at Rauf Fico’s office on December 7, 1918, attended by Sotir Peçi, Abdyl Ypi, Ismail Ndroqi, Mytesim Këlliçi, Sinan Hoxha, Myslim Beshiri, and Rauf Fico, it was decided to convene circles in Elbasan, Peqin, Kavaja, Durrës, Mat, Dibër, to discuss the unification of these areas.

The General Directorate of Archives also published the invitation prepared to be sent to the delegates who would be invited to the Congress, as well as the response of the delegates from Divjaka.
