Trust in SPAK Increases, 52.1% of Citizens Have Confidence in the Institution

Barometer – Euronews Albania has conducted its second electoral survey, following the January 2025 measurement.

The same methodology and sample size were used, with 1,600 citizens interviewed face-to-face across the country. The data collection period for this second electoral measurement was February 15-25, 2025.

This survey also included questions related to SPAK, following the arrest of the Mayor of Tirana, Erion Veliaj.

When asked about trust in SPAK and their assessment of its work, citizens showed a significant increase in confidence and approval, reaching the highest recorded levels since Barometer measurements began.

Regarding trust in SPAK, 52.1% of citizens expressed confidence in the institution, making SPAK the most trusted institution in Albania for the first time. This marks a shift from the U.S. Embassy, which had been the most trusted institution for over 30 months.

A similar trend is observed when citizens were asked to evaluate SPAK’s performance, with 70.7% rating its work positively.

Compared to January 2025, SPAK has seen a 10-point increase in both trust and approval ratings.

The previous Barometer survey, conducted between January 15-30, 2025, was carried out before the arrest of Tirana Mayor Erion Veliaj.

It is evident that developments in the past two weeks have led to a significant rise in trust and approval of SPAK’s work.
