Nertina Mihali was appointed as the director of the Concentrated Purchasing Agency, where tenders worth billions in Albanian Lek come from.
Sources near the Interior Ministry told Euronews Albania that the acting director held another post in the same agency before.
Mihali substituted Edlira Naqellari, discharged a few days before SPAK arrested her and 8 other subordinates for abusing with a tender for police uniforms.
Apart from lacking the civil employee status, Euronews Albania has also discovered the background of the workers arrested by order of the Special Prosecution.
According to the registry of the Public Administration Department, Edlira Naqellari began working at the agency three months after it was founded following a government order.
Meanwhile, Flutura Çekrezi has been in the Interior Ministry since July 2016. Anisa Bogdani and Ani Omuri were hired at the agency on the same date, 3 months after it had been established, while Kreshnik Bejkaj in December 2019.
Gezim Mingaj is the most high-skilled official that fell behind bars. He has been in the Interior Ministry since 2014, in charge of the sector repairing vehicles, while in 2019 he was transferred to the Concentrated Purchases Agency.
In its reply to an inquiry from Euronews Albania, the Public Administration Department (DAP) said that Fatmir Demneri most recently worked as director of supportive services at the High Prosecutorial Council.
Also, according to DAP, there are no data for Mariglen Buzali and Klevis Hasani. As per a decision of the Council of Ministers, employer-employee relations are regulated according to the Labor Code.
