The US will continue to provide further support to law enforcement structures in Albania by donating equipment to the polygraph unit in the Internal Affairs and Complaints Service (SHCBA).
The development was confirmed by the US Embassy in Tirana, which said that the HÇBA Director-General Muhamet Rrumbullaku, signed an agreement with the Director for International Narcotics and Law Enforcement Affairs Ben Rockwell and Law Enforcement Assistance Attaché Ron Hendren.
A polygraph is a device that measures physiological data such as blood pressure, pulse, and respiration during the interrogation of a suspect or a potential candidate for future employees at law enforcement agencies.
In the United States, this device is commonly used by the Los Angeles police departments, the FBI, or the CIA. Experts say that this device can detect if the person being interviewed is actually lying.
However, there has also been some controversy over the device as in many cases people have been able to manipulate its result by controlling anxiety, pulse, or even the level of respiration.
Albania has started to apply the polygraph after the justice reform. Five people from SHCBA were certified as examiners last year.
In addition to their training, the US has donated several polygraph devices as per SPAK procedures, all the employees of the National Bureau of Investigation (NBI) must undergo a polygraph test before employment.
